CPU throttling/processor throttling is the process when the CPU tries to avoid overheating and getting damaged. So if the temperature of the CPU exceeds some specified limits, the system will throttle down the CPU, allowing it to cool down and avoid damage. This process may also take place when the computer is idle or no difficult tasks are executed on it. The CPU will take a lower frequency so it consumes less energy and so that the fans make less noise. This technique is used by Intel chips, for example.
You may also find this term in your website hosting’s control panel. When your website is using more CPU resources (execution time and load) than allowed, the CPU will freeze, or get a lower frequency so it does not disturb other website hosted on the same server (this is about shared hostings). At this time the website may not respond or may load very, very slowly.
